On Monday, March 8, 2011 at approximately 4:14 p.m. in the area of Galloping Hill Road and Lincoln Avenue Patrolman Nicholas Vaughan observed a yellow Chevy Blazer. The driver and passenger were not wearing seat belts in violation of 39:3-76.2F. A motor vehicle stop revealed that the driver/registered owner’s license was suspended.
A male exited the passenger side of the vehicle and attempted to walk away from the vehicle before being advised to remain in the vehicle. An investigation led to the discovery of three (3) yellow wax paper folds labeled “Clash Of The Titans” and one (1) white wax paper fold all containing suspected CDS heroin residue; one (1) silver metal tablespoon with burn marks on the bottom containing suspected CDS heroine residue; one (1) clear hypodermic syringe; and one (1) white wax paper fold containing white/brown residue suspected CDS heroin. The driver, Keith P. Ettis, age 24 of Staten Island, NY, and two passengers, John Adkins, age 24 of Union, NJ and Barbara Ciffelli, age 24 of Union, NJ were arrested and charged with 2C:35-10(a)(1) (possession of heroin); and 2C:36-2 (possession of drug parphernalia).
Adkins had active warrants in Union for $750 and Newark for $600. Ettis had an active ‘No Bail’ Essex County Sheriff’s warrant. Adkins and Ellis were committed to Union County Jail in lieu of $5,000 bail pending a Superior Court Date of March 18, 2011. Cifelli was released R.O.R. pending a Superior Court date of March 18, 2011.
