Safety Check On Bicyclist Results In CDS Arrest

On Friday, May 16, 2014 at 2:09 a.m., Patrolman Matthew Hopkins reported that he observed a male laying down curbside with a bicycle on top of him on West Webster Avenue at Larch Street.

A welfare check was conducted with the pedestrian identified as Steven Phelon, age 31, from Kenilworth.

In speaking with Mr. Phelon, it was determined that he was under the influence of alcohol and while attempting to locate identification, Patrolman Hopkins stated he observed in Mr. Phelon’s opened back pack a clear glass jar containing suspected CDS – marijuana.

Phelon was arrested for possession of CDS (under 50 grams of marijuana) and Possession of Drug Paraphernalia. Phelon was ultimately issued a summons and released with a court date.
