Safety Check On Bicyclist Results In CDS Arrest

On Friday, May 16, 2014 at 2:09 a.m., Patrolman Matthew Hopkins reported that he observed a male laying down curbside with a bicycle on top of him on West Webster Avenue at Larch Street.

A welfare check was conducted with the pedestrian identified as Steven Phelon, age 31, from Kenilworth.

In speaking with Mr. Phelon,┬áit was determined that he was under the influence of alcohol and while attempting to locate identification, Patrolman Hopkins stated he observed in Mr. Phelon’s opened back pack a clear glass jar containing suspected CDS – marijuana.

Phelon was arrested for possession of CDS (under 50 grams of marijuana) and Possession of Drug Paraphernalia. Phelon was ultimately issued a summons and released with a court date.
