Council will be voting on an ordinance to clarify which businesses require a license from the municipality.
Previously, the only exemption applied to an individual 21-years-old and under who does not use a car to do land work and does so on a part-time basis.
A new amendment adds that those businesses that have obtained a Home Improvement Contractors Registration Certificate from the State of New Jersey are also exempt.
But even if a company holds such s certificate, a copy must be submitted to the Borough Clerk’s Office. No additional license, therefore no payment, will be mandated from the municipality.
The bill is proposed to be voted on by council at the March 16th Mayor & Council meeting.

ORDINANCE NO. 2479
AN ORDINANCE AMENDING CHAPTER IV, SECTION 7 OF THE CODE OF THE BOROUGH OF ROSELLE PARK ENTITLED LANDSCAPING AND LAWN MAINTENANCEBE IT ORDAINED by the Mayor and Council of the Borough of Roselle Park, County of Union, and State of New Jersey that Chapter 4, Section 7 be and here is amended as follows:
SECTION 1: 4-7.1 License Required; Exemptions.
a. No person shall engage in or carry on the commercial business of furnishing or providing landscaping, lawn maintenance or similar services within the Borough without first having obtained from the Borough a license for that purpose. This shall apply only to a commercial entity.b. Exemptions.
(i) Any individual providing such services on a casual or part-time basis, if such a person
is under twenty-two (22) years of age or if this person does not utilize a motor vehicle to transport equipment used in furnishing such services. (1980 Code § 127-1)(ii) Any individual or business entity that has obtained a Home Improvement Contractors Registration Certificate from the State of New Jersey. If the individual or business entity is claiming this exemption, the party must submit a copy of their Home Improvement Contractors Registration Certificate to the Borough Clerk’s Office.
SECTION 2: If any section or portion of a section of this Code shall be invalid for any reason, such invalidity shall not affect the validity of the remaining sections or portions of this Ordinance.
SECTION 3: All ordinances or parts of ordinances, to the extent that they are inconsistent herewith, are hereby repealed.
SECTION 4: This amendment to the Code of the Borough of Roselle Park shall become effective upon publication and in accordance with law.
