On August 31, 2011 at 1:17 a.m., Patrolman Edward Nortrup observed a yellow Volkswagen stopped at the traffic signal at Galloping Hill Road and Lehigh Avenue, facing southbound. The vehicle had no headlights on in violation of 39:3-66. The vehicle in question turned left at the light onto Lehigh Avenue into Union township. A check of the vehicle registration revealed warrant out of Union Township against the registered owner. A motor vehicle stop resulted in the discovery of three (3) partially smoked hand-rolled cigarettes containing suspected marijuana, a hand made bong constructed out of a 5 gallon Poland Spring bottle with seven straws inserted into it; three (3) small plastic Ziplock bags containing suspected marijuana residue, and one (1) package of E-Z Wider rolling papers. The vehicle was towed for no insurance.
The driver, Dylan J. Bamber, age 20 of Union, NJ was placed under arrest and charged with 2C:35-10(a)(4) (possession of marijuana), 2C:36-2 (possession of drug paraphernalia), 39:3-66 (maintenance of lamps), 39:4-49.1 (CDS in a motor vehicle), 39:6b-2 (uninsured vehicle), and 39:8-1 (failure to inspect). Mr. Bamber was released pending a Roselle Park Municipal Court date of September 8, 2011.
