On Sunday, February 27, 2011 at approximately 2:26 p.m. while in unit 73 on the 100 block of East Westfield Avenue, Patrolman Nicholas Vaughan observed a black Ford Focus traveling westbound on Westfield Avenue. The driver of the vehicle was not wearing his seatbelt in violation of 39:3-76.2F. A motor vehicle stop on Westfield Avenue at Filbert Street resulted in the discovery of a glass container containing 17 small partially smoked hand rolled cigars containing suspected marijuana, one (1) small green clear Ziplock bag containing marijuana residue, and one (1) wooden brown and red cylinder containing suspected CDS residue.
Christopher Arce, age 20, of Elizabeth, NJ was arrested and charged with 2C:35-10(a)(4) and 2C:36-2. He was also issued motor vehicle summons for 39:3-76.2F, 39:3-29A, and 39:4-49.1. Arce was released pending a first appearance of March 3, 2011.
