On Saturday, July 28, 2012, Patrolman Richard Gaylord stopped a 2005 Mitsubishi on Locust Street for traffic violations. During the stop, he found warrants totaling $280 for a passenger, Gerard Maurice Manning, age 18 of Elizabeth. Manning was arrested and transported to RPPD where he was released after posting bail.
