On August 28, 2010 at approximately 11:51 p.m. while on patrol in unmarked unit 73, Patrolman Richard Gaylord observed a grey Honda Civic traveling eastbound on E. Westfield Avenue, in violation of New Jersey Motor Vehicle Statute 39:3-75 (improper safety glass/tints). A motor vehicle stop was initiated into Elizabeth on Westfield Avenue. The driver was identified as a 17 year old male from Elizabeth. An investigation led to the discovery of a 12 oz. Corona beer bottle in the middle console area and a partially smoked marijuana cigarette. The 17 year-old was arrested and charged with possession of under 50 grams of marijuana, possession of an open container of alcohol as well as motor vehicle summonses for 39:3-76.2F, 39:3-29, and 39:4-49.1. He was released to the custody of a parent pending and family court hearing.
