On September 2, 2010 at approximately 3:03 a.m. in the morning, while on patrol traveling south on the 100 block of Chestnut Street, Patrolman Hussam Assad observed a silver Ford Taurus traveling north with the driver not wearing a seatbelt, in violation of N.J.S.A. 39:3-76.2F.
